Cost-reflectivity of imbalance charges

15 November 2002: Cost-reflective imbalance prices remain the holy grail of NETA. This paper looks at the costs imposed by "imbalance" and reviews whether the existing or future "P78" imbalance charges are cost-reflective. P78 appears to be a clear step forward, but is not the final answer. Small generators will continue to be hit by imbalance prices that are not cost-reflective.

The following paper considers problems faced by licence-exempt generators - including a lack of market liquidity, disproportionate administrative burdens, and the unavailability of usable market data - and proposes how some of these could be remedied.
