Cost-reflectivity of imbalance charges
15 November 2002: Cost-reflective imbalance prices remain the holy grail of NETA. This paper looks at the costs imposed by "imbalance" and reviews whether the existing or future "P78" imbalance charges are cost-reflective. P78 appears to be a clear step forward, but is not the final answer. Small generators will continue to be hit by imbalance prices that are not cost-reflective.

15 November 2002: Many small generators face particular difficulties in the NETA environment. The following paper considers problems faced by licence-exempt generators - including a lack of market liquidity, disproportionate administrative burdens, and the unavailability of usable market data - and proposes how some of these could be remedied.

BACK BY POPULAR DEMAND - 26 March 2002: NETA is one year old - but is it a beautiful baby? In this paper we attempt to make a balanced assessment of NETA to date, and comment on some of the issues that have been most debated. We conclude that major problems remain, most of them attributable to the dual imbalance price mechanism.
