The SEM...are you ready?
27 November 2006: Pöyry Energy Consulting continues to offer its series of successful training sessions on the Trading and Settlement Code for the Irish Single Electricity Market (SEM). During 2006, Pöyry has run a number of two- or three-day training workshops for a range of current and prospective market players including members of the regulatory staff and SEM implementation team and system operators. The training reflects the latest developments of the Trading and Settlement Code.
We are well placed to provide this training, having been the lead consultants responsible for authoring the Trading and Settlement Code, the centrepiece of the SEM which will be implemented from November 2007.

DTI considering a strategy proposed by Pöyry Energy Consulting
10 October 2006: The DTI has recently published the consultation on the future of the Renewables Obligation. Changes from the July paper include the banding of the RO into an unspecified number of technologies, the delinking of the buy-out price from inflation after 2015 and the increase in the obligation from 15% to 20% (under a 'headroom' approach) are all proposed.
One of the issues being addressed by the DTI's Consultation document is the risk of oversupply in the renewables market - a necessary consideration if the DTI reforms the RO based on a banded approach, thus potentially introducing additional Renewable Obligation Certificates (ROCs) into the market. The DTI is considering a strategy that was proposed by Poyry Energy Consulting (formerly ILEX Energy Consulting) last year on removing this volume risk from the Renewables Obligation. What does the future hold for prices? ILEX Energy Reports - GB Electricity and UK Gas
2 October 2006: The energy market in Great Britain, as elsewhere, is at a critical point. The 2006 Energy Review posed a number of fundamental questions: fears for future security in both gas and electricity supply; diversity of electricity supply; debate about whether the market will deliver nuclear power.
Market players, both existing and those wishing to invest in new or existing assets, need to understand what could happen to gas and electricity prices.
We have just updated our studies, which are regarded by many as the definitive evaluations of the market. These studies examine many of the issues raised in the Energy Review and present our views of electricity and gas prices going out to 2025.

Energy review 2006 - Will it support nuclear?
13 July 06: On Tuesday July 11th, the Department of Trade and Industry published its Energy Review Report 2006. The Review makes it clear that the Government sees the development of new nuclear power stations "to replace those becoming obsolete" as part of the solution to the twin problems of energy security and global warming. Yet it will be for the private sector "to initiate, fund, construct and operate new nuclear plants" while the Government "proposes to address potential barriers to new nuclear build". Annex A makes proposals for removing these barriers just by shortening and simplifying the planning process.
In our opinion, this will not suffice to bring about new nuclear capacity in the UK. In our forthcoming study "The British wholesale power market: aftermath of the 2006 Energy Review", we will analyse the economic conditions, prices and risks facing prospective developers. There is likely to be little appetite for private sector investment, unless the Government takes significant steps to underwrite market risk or support the generation price that nuclear entrants would receive.

Polish market report
15 June 06: ILEX has recently completed a new report, which examines the electricity market in Poland and provides projections of the Polish electricity price, developed using the ILEX PolGen model.
In the report we put a focus particularly on renewables, and include a detailed description of the new system for promoting renewables, along with analysis on the viability of renewable projects.
The report covers the following areas:
- the fundamentals of the Polish electricity market;
- the present situation of renewable sources, green certificates and carbon allowances;
- a detailed insight in our input assumptions;
- the ILEX projections of the wholesale electricity price in Poland out to the year 2025.

N. Ireland and ROI electricity market training
6 June 06: ILEX is offering an opportunity to learn about the new Single Electricity Market (SEM) Code directly from the authors, in a two-day open training session in either Belfast or Dublin. The sessions will be interactive and will bring the Code to life, with worked examples, case studies and insights into implementation and operational aspects.
ILEX led the development of the SEM Trading and Settlement Code, with assistance from Nord Pool Consulting.

Republic of Ireland and Northern Ireland electricity market report
1 June 06: ILEX Energy Consulting is currently updating our comprehensive "Republic of Ireland and Northern Ireland electricity market report", which will be available by mid-June. Significant changes ahead of the introduction of the single electricity market (SEM) in 2007 makes this report an invaluable tool for parties wishing to understand the Irish market and assess potential opportunities.

Gas supply interruptions to UK industry
19 May 06: In late 2005, the DTI commissioned ILEX to study the economic impact of an interruption to the gas supply of UK industry in the winter of 2005/2006. This study has now been published by the DTI. The study focuses on the impact on the UK economy of a gas interruption lasting 1 day, 3 weeks, or 6 weeks.

UK Renewables report
11 April 2006:

Updated UK gas report
20 March 2006:
ILEX Energy Consulting, established expert in the UK gas market, has recently completed a significant update to its UK gas market study. This new edition incorporates analysis and interactive modelling of the UK as part of the wider European market, along with analysis of the effect of the increasing Atlantic basin LNG trade and the impact of the US Henry hub.

Updated GB electricity report
20 February 2006: ILEX has recently completed its report "Projections of the price for wholesale electricity in Great Britain." The report contains detailed spot price projections for the period 2006 to 2025. We have developed 3 scenarios, for each of which we analyse prices including and excluding the impact of the EU ETS. We project prices at the half-hourly level of granularity, for 25 sample days in the year. In addition to our scenario projections, the report contains a wealth of market knowledge and background information.

Trading and settlement code for Ireland
20 February 2006: On 15 February 2006, the Trading and Settlement Code for the Single Electricity Market of Ireland and Northern Ireland was published. ILEX was appointed by CER and NIAER as lead consultant to draft the Code in July 2005, with sister company Electrowatt-Ekono and with assistance from Nord Pool Consulting. ILEX led the work to a successful conclusion by the appointed deadline, working with the regulatory authorities, the two system operators and industry participants.
The SEM comprises a gross mandatory pool with day-ahead bidding and a separate capacity mechanism. It is scheduled to commence operation in July 2007.
